An Ancestor who registered for the Civil War

On Memorial Day 2013,  I was looking through Military Records on Ancestry.com and I found a "draft record" for Rily Goins of Licking, in Muskingum County, Ohio. The 'draft record" is really a book with a list of names in it. It says that Rily Goins was born in 1836 and he was 27 at the time. It also says "black" but " born in Germany." Every data point, age, color(ed) and the name Rily, matches the person I have come to know over the years except the "born in Germany" part.
